I had the same problem with my win vista.I uninstalled AVG and installed all the vcredist files, and not the only one that is in the game folder, just in case one was missing (in installed programs you should have about 25 different visual files.) I also uninstaller AVG, and install Avast, but I already turn it off. And I only can install x86 since my computer is 32 bits.
Still got the same error though I have applied those instructions to Bin, Game, The Sims 4 and Program Files folder. Could it be that my ultimate fix rar is corrupted? But this is my third time downloaded the ultimate fix and got the same error all those three times I extracted the Game and __Installer folders. However, I couldn't download the ultimate fix through mirror link (mediafire), so I have to download it from mega.co.nz, which took a long time to download it since I cannot use IDM. Do you have any other alternatives to download the ultimate fix?
I then went to Origin and put in my product code so DAI would show up in it and tried to download and install it that way but it still doesn't appear to do anything. It's showing that install window in Origin for about an hour now. My task-manager does show Origin and something called Touchup.exe (EA installer touchup) and Dirext X setup. Also add the Bin folder inside the Game one. This sounds more like an issue with your specific antivirus, as it may be interfering even when it's 'off'. I have Windows 10 on me, Windows 7 I know sometimes can be quirky with anything that doesn't come from Microsoft themselves and calls it an 'unknown publisher'. Alternatively it could be just that for some oddball reason your file is missing the verification on the file which would be more odd.

From 3 days I try to install DA: I. I installed game from 4 discs 2. Since this poor guy hasn't gotten a response from anybody on a help forum; I'll post what worked from me. The first time it said there was a problem when installing Origin (it showed that Windows screen where it says its looking for a solution). I then installed Origin myself from the website and logged in. Then copied all of the files from all of the disks to my hard drive and tried to install it from my hd.
